Jonathan Jennings is a Meteorlogist and Cloud Seeding Program Manager at the Utah Division of Water Resources. He oversees the state's precipitation enhancement operations, manages program contracts, and provides expert testimony to the Utah Legislature on water supply and weather modification policy. With more than 15 years of operational cloud seeding experience across Texas, the Southwest, and the Intermountain West, he brings rare depth in both the science and policy of the cloud seeding industry. He currently serves as Program Manager of SNOWSCAPE, Utah's landmark multi-agency research initiative advancing the scientific validation of cloud seeding through cutting-edge observational instrumentation and atmospheric modeling. Jonathan wrapped up his term as President of the Weather Modification Association, where he is also certified as a Program Operator and Program Manager.
